Research Analysis and Issuance

ESC provides subject matter experts for research, analytical, and coordination support in the development and promulgation of plans, policies, and inter-agency/-governmental issuance activities

Personnel Security and Clearance Adjudications

ESC performs a portfolio of tasks associated with personnel security support, including contract administration, quality assurance, system administration and processing, personnel security case management, and training.

ESC’s founder and former President, Major General (Retired) Calvin G. Franklin, earned a distinguished military career in the National Guard, including as Commanding General of the District of Columbia National Guard (DCNG), Deputy Commanding General (Army) of the California National Guard (CANG), a tour of duty as the Assistant Division Commander of the 40th Mechanized Division of the CANG, tours of duty as a Division Chief of a Major Command (FORSCOM) and a Senior Staff for the Department of the Army (DA) Staff.

 

Today, under the steady leadership of President and CEO Ms. Maggie Harris, ESC continues this long tradition of support of our Nation’s safety and security.

Leadership
Ms. Maggie M. Harris. As the President and CEO of ESC, Inc., Ms. Harris is responsible for the overall direction and leadership of the company, including establishing and presenting the company strategy, goals, and objectives. She provides the overarching vision that guides the day-to- day operations of the company to ensure that these goals and objectives are successfully attained. Through her active influence and engagement in ESC’s client portfolio, Ms. Harris seeks to raise the standard of engineering excellence, customer service, and civic responsibility within the government support services community.

 

Preceding her appointment as President and CEO in September of 2004, Ms. Harris served as ESC’s Vice President and Chief Operating Officer. Under her leadership, ESC has evolved into a highly successful technology and management consulting firm recognized for quality services, as exemplified by its continually expanding base of customers and strategic partners. Through her efforts and dedication to quality-driven business management principles, ESC is positioned as a model organization in providing quality and dependable services to Federal Government and commercial clients alike.

 

Ms. Harris is a proud member of numerous organizations, including: Greater Washington Board of Trade, Intelligence and National Security Alliance, Women Impacting Public Policy, National Association of Professional Women, and the Armed Forces Communications and Electronics Association. Ms. Harris possesses a Bachelor’s degree in Information Technology and studies in Business and Administration.

Mr. Marcell Crawford. As the Chief Operating Officer (COO), Mr. Crawford is responsible for ensuring that cost-effective operations and necessary infrastructures are in place to support all operations staff and activities. He has gained over 25 years of specialized experience in personnel management, human resources, information technology, program oversight, resource management and strategic planning while serving in the federal government and private sector. A recognized leader known for crafting a strategic vision to achieve success in an ever-changing government contracts market, Mr. Crawford offers a unique blend of executive acumen, global team-building, and innovative solutions development. Prior to his current role as COO, Mr. Crawford served as ESC’s Vice President of Operations where he facilitated a high rate of business expansion, focusing on strategic solutions analysis to further ESC’s business goals. His career with ESC is comprised of having served in many leadership roles of increased responsibility including Program Manager, Director of Contracts, and VP of Operations. A former military officer, he is a dynamic take-charge change agent, persuasive coach and leader who extracts maximum value from his teams and all stakeholders, and builds cross-organizational cohesion through positive directional leadership. Mr. Crawford possesses a Bachelor’s degree in Business Management.
Mr. Eric Brice. Serving as ESC’s Director of Business Development since 2012,   Mr. Brice is responsible for the direction, management, and strategic planning for all ESC business activities and partnerships. He has nearly 20 years of experience in all facets of Federal proposal management and capture activities, and has also served as Program Manager on contracts for DoD Director, Defense Research & Engineering, the U.S. Army, and the Department of State. From 1998 to 2007, he served as Lead Technical Editor for a variety of DoD planning and strategic documents (e.g., DoD Basic Research, DoD Strategy, Joint Warfighting S&T Plan, Defense Technology Objectives, Defense Technology Area Plan, Army S&T Master Plan, Joint Reliance Success Stories)—all of which served to inform research, resource, and budgetary allocations set by the House Armed Services Committee Mr. Brice holds an English degree from the University of Maryland.
